-        Operators of the incinerator must be provided with proper training on appropriate start-up and cool down procedures as well as maintenance of optimal operating performance, visible emission monitoring, appropriate loading and charging rates, proper disposal and record keeping to properly track the waste that has been destroyed including the amount of fuel used .
-        The incinerator manufacturer must provide periodic maintenance to repair or replace defective components
-        Operating and maintenance manuals must be provided
